F30 BMW m sport airbag question

Hi everyone, posting for a friend, but was wondering if anyone can tell me if an m sport airbag on a F30 generation BMW is supposed to have the center portion of the airbag spin, the center portion being the one that houses the connectors... please see the below video to understand what I am referring to. We want to make sure that before my buddy does his steering wheel swap to the m sport one, the airbag he has is not faulty

I believe it is. Probably where the clock spring is housed based on all the wires.
