I have an old software program that needs to be run on Windows 7 but also requires Excel. The computer will never be on the internet so I need an offline version. Is it still possible to purchase a license for this? This is for a work project so nothing shady and open source options will not work, must be Excel due to how the program imports and exports data from it.

New sealed copies of old versions on eBay. I believe that phone activation should still work.
You can buy the non annual subscription versions of microsoft office, costco has it at a discount or you can get it from microsoft or best buy etc.
This is cheaper than the Costco deal:
They only sell the latest version, also that's the Home & Student version, you can't use that in a commercial production environment.
For Windows 7, you will have to find an old physical retail copy of the professional version of 2007-2016.
Office 2013-up requires a Microsoft account to activate, so stick with office 2010 and older
