Does PCMO Viscosity @-30° C indicate quality?

I was comparing oils on PQIA and I try to look at the oil as a whole (add pack, NOACK, VI etc.) but does the D5293 Viscosity @-30° C mPa also show a better quality base stock? It seems the top oils (PU, M1, QSUD) have a low D5293 #. Some of the other oils have a higher #.

So regardless of living in a cold climate or not would this indicate better stock?

The simple answer is no.

The mix of base oils and the additive package (PI) determine overall CC abilities.
