I bought the older version of this kit last year from DTO. For typical DIY duty, they've been fine, and use the standard Ridgid battery and charger.
But it was in "blemeshed" condition, which carried the standard 3-year warranty, and could be registered for the LSA. Other Ridgid "blems" I've purchased from DTO have never shown any indication of such, or being anything other than brand new.
However, sometime in the last year or so, DTO has basically stopped selling Ridgid blems, which were effectively brand new items, and now only carries almost all "reconditioned" items, which in the past have been more of a lottery, sometimes decent, and sometimes used/returned condition.
It was kind of a dirty little secret that TTi was using DTO as a back door channel to push new, and NOS older model, Ridgid products at lower prices, by labeling them as "blemeshed."
This, of course, would probably not please Home Depot, which has the exclusive contract to sell Ridgid power tools, at normal pricing.
Some shorter brokerage published an exposé report on what was occurring, and tried to make a big deal of this scandalous behavior. At least according to the breathless language they used in their report.
While I'm sure they'd love to claim credit for DTO's change in practices, I don't believe for one second that HD was unaware of what was going on, but only lacked the initiative to stop it, at least up until sometime in the recent past.
