I broke the tension spring. Took deck off but not sure where to attach it. There are two holes that look like it might attach.

The hole on the right would be a much stronger point of attachment. Can you see any wear marks on the holes that would indicate where the spring attaches to? You're belt looks shot also.
Some sort of info might help.. like the brand and model of tractor.

Yeah, like @doitmyself asks.. any wear marks around the holes where it appears where it needs to go.
Having another look...no wear marks but the cotter pin maybe or would that be strong enough?

It definitely does not attach to that cotter pin. On the twin blade 42" on my Craftsman/AYP machine, that spring mounts to a post towards the back of the deck. Sort of in the same location as the oval slot closest to the cotter pin on yours.
Like back here where my finger is...there are two holes there on that arm.
In order to help you, what mower is this? A model or pic of the serial number would help , but at least a brand.
It was painted over so don't have any details. It is a Husqvarna probably about 20 years old.
