Every time I change my air filters (at 100k) they are always damp/wet. Why would it not dry out with all that air coming in? Is this normal?

What makes you think it is damp or wet?
wet, moist, soaked. Not dry like new in box. Feeling of wet paper on filter surface, warped.

I would say no, not normal. My VW has a known issue where 2 airbox drains can become fully or partially clogged and drain too slow. It's not uncommon to find the lower ¼ of the air filter soaked and rotting away. AFAIK the issue has killed a few turbochargers as well.
I would check for a blocked drain in the intake before the filter.
A valid one. What one person thinks is wet might not be that way to another. Paper left Exposed to the air in a damp environment always feels moist.
I did have a mouse nest in the airbox once, will check that drain!
You wait 100K mi to change air filter? I guess if it's not dirty before then...
I changed the air filter in the Safari when it started throwing a MAF code (P0102). But that was only after 22k miles. It wasn't damp/wet.
