Damp/wet air filters

Every time I change my air filters (at 100k) they are always damp/wet. Why would it not dry out with all that air coming in? Is this normal?

I would say no, not normal. My VW has a known issue where 2 airbox drains can become fully or partially clogged and drain too slow. It's not uncommon to find the lower ¼ of the air filter soaked and rotting away. AFAIK the issue has killed a few turbochargers as well.

I would check for a blocked drain in the intake before the filter.

I did have a mouse nest in the airbox once, will check that drain!
 
I changed the air filter in the Safari when it started throwing a MAF code (P0102). But that was only after 22k miles. It wasn't damp/wet.
