Cooling system capacities

In general, does the cooling system capacity in the service manuals include the overflow tank, or is the tank outside the published capacities?

The ones I have seen, tend to show with and without the overflow tank. If it does not specify, then I think it would be safe to assume it is included. Even if not, it would only add .5-1 quart extra of coolant, which shouldn't be enough to make it an unsafe ratio.
