Clear Flood Mode

Greetings Oil Men,

Do all modern cars have "clear flood mode"? That is, full accelerator plus brake, engine cranks but doesn't start.

All computer controlled. It will let in the right amount of fuel for the temperatures. You'd not want to put the pedal to the floor on a modern car.
 
To fantastic: I don't think you got the question correctly. The question wasn't about starting an engine.

This has come up as it is good to know. I first heard of this when I read about my 2005 Ford Ranger.
Pumping up oil-pressurized timing chain tensioners (pre-oiling in general) was another use for CFE mode.
One member mentioned a vehicle which does not have Clear Flooded Engine mode, and I recently encountered one but didn't note it.

Perhaps there are some vehicles that, when put in this Clear Flood Mode, they'll stop pumping more fuel into the engine.
 
I thought all modern engines would not pump fuel to the injectors if you cranked while having the accelerator at 100%.
