They are announcing a mid-cycle design change at the factory. They are also not "recalling" existing Volts, but are asking all Volt owners to bring their cars to a Chevy dealer under a "voluntary customer satisfaction program".

A circuitboiard short is not a battery problem, it is a BMS problem that lets the chemistry go out of whack to create an unsafe condition. This is a smart incremental design modification that is not inherently a GM design flaw but rather part of anybody's learning curve.
BMS and controls are some of the least considered and most important parts of Li-ion implementation, and so it is good that GM is analyzing this stuff, because too many vendors/companies dont.

I am glad they found a fix for an otherwise great vehicle. I think once the price comes down a bit, this type of electric vehicle with no range anxiety would be ideal for most commuters.
