Where I live, you can report it but elect not to have an incident report generated. It does help with increased patrols, resident awareness (we do put out PSAs) and crime driven patrol statistics. It's the last one that could drive aggregate rates, but should not inpact your individual rate.
Still amazes me that so many people leave their cars unlocked. Most of these crapbirds are opportunist criminals. Locked car, they move to another. Also amazes me the number of folks that leave guns and valuables inside and STILL leave the cars unlocked. My favorite was a lady that left a very expensive Coach bag on her passenger seat with the car unlocked. Then she acted all butt-hurt when I told her the likelihood of recovery was slim. Then she was absolutely outraged when I suggested that simply locking her door would have possibly prevented it. Said she shouldn't HAVE to lock her car, that was what the police were for.
