Can't tell if all old brake fluid is out - The old fluid is as clear as the new

If TUV changed there recommendation to 4 years would you go that long? Apparently oxidation of copper is a better indicator of the condition of brake fluid and it seems that the fluid can go well past 2-3 years. Obviously if one only follows this method then brake components would probably never get looked at.

That is a good point. Surprisingly, TUV dont check or care about the age of Brakefluid. In Contrast, our neighbors in Austria do a brake fluid chek as part of the vehicle safety inspection.
Years ago a girl in my cirlce of friends drove a tiny rustbox (Opel Corsa) with old, never changed brake fluid. Pedal went to the floor in the city. Thankfully she managed to roll on the side of the street without accident.

I just change the brake and clutch fluid every 2 years on my vehicles. Simply following the reccomendation of ATE and other makers of brakefluid. It´s cheap and easy work. :)
