Can I read code on Buick Regal 2004 w/o scanner?

2004 Buick Regal LS of my father in law.

He said the left circle with Security, Oil, and Battery lights are flashing and want me to find out what is it. I think this is likely not enough information so I want to see if I can find a way to read code without an OBD reader.

Honda and Ford let me use a paper clip and read the blinking lights, how about GM?
 
Honda and Ford of what years?

I know my OBD1 GM truck has the "paperclip feature", but I've never heard of an OBD2 vehicle with that ability.

My 97 Integra is OBDII, Ford Escort is 93.

Anyways, just trying to see if there is a way around buying or borrowing an OBDII and relies on only my trusty paper clip. Parts store here don't read code due to some stupid law and I don't want to go into Midas all the time when I'm throwing and checking parts.

I'm not sure what light you are referring to Panda. Can you snap a pic? BTW no @ codes without a tool.
