Can a 20 weight oil protect as well as a 30 weight?

When I go on US oil sites and use their "Help Me Choose The Right Oil" for my car,they always give me the generic "10W30" jargon,but when I go on the same oil companies` sites for example,Australia,they only recommend 15W40 and 20W50. When I emailed Royal Purple they actually recommended their 15W40 and 20W50 as well.

My opinion,US CAFE.
