Body shop owner telling me this is rust popping up a year after he repaired the car.

Dad had body work done on his 13 Accord 1.5~ year ago. Both side skirts were rusted, the rear bumper was scraped slightly, and the right side door had a dent (the car used to be my sisters. Go figures 😂). Dad took it to a body shop near us. The guy cut the rusted-out metal on both side skirts, welded new metal, and then sprayed bed liner on the underside of both side skirts. The rear bumper scrape was filled with what I am assuming fiberglass and then resprayed. The right side door, the dent looks like it was filled with fiberglass or something then repainted. Instead of being pulled out. I sent pictures to the owner of the shop and he called back and said that's rust that is showing up again. How in the hell does that look like rust to him? It looks like the fiberglass filling or whatever he used is starting to pop up and the clear coat is starting to peel. Now before I get into an argument, does this look like rust to ya'll?

I was gonna say no, but the bubbling on the fourth pic strikes me as rust. My 1998 Maxima in 2009 started with bubbling in the rear right wheel well, and soon developed and progressed like a cancer…it was from inside out, meaning eventually bubble got bigger, I pressed it, and paint flaked off and broke.

The fourth pic is the new metal the guy welded on. I wouldn't think the new metal would start to rust so quickly.

I’m thinking at 7 o’clock in your circle. It looks like bubbles but it could be simply unsmooth material?
 
The body shop I usually go to, wouldn't cut the rusted metal out and weld new metal. He wanted to replace both the left and right side quarter panels which would cost too much.
I understand completely but in the long run it would have been cheaper if you intended to keep the car.

But sister's wedding was coming up, dad helped her get a new car (again). Dumbest thing to do IMO. I took the Accord to get the oil changed at Honda a couple of months ago(they had a $50 full synthetic oil change coupon at the time). They offered $9k (trade value). I was going to tell em make it $11k and I'll buy something.
 
Should've just traded the car in after getting it fixed

About the only way of standing a chance of keeping rust in check after that kind of repair would have been to immediately follow it up with a Krown type of oil rustproof application, and find a guy who is rather liberal about slathering on the material on the first application.
I did that after having the cab corners done on my Ranger and it has kept it knocked down.
Not perfect, but far above average for a 21 year old rust belt vehicle.
 
Based on you saying it had bodywork done 1.5 years ago makes me think they cleaned up the rust and repainted it . Now the rust is showing its ugly head once again .
