Basic Viscosity Question

I searched, but I'm still confused.

0w-30

I think its agreed that the 30 is the viscosity measured at 100 degrees C.

Does the 0w refer to the viscosity at 0 degress celcius?

OR

Does it refer to the oil's ability to "pour" or "flow" at cold temps?

Or am I completely wrong?

I've heard both explanations... Please enlighten me.
 
GC is a 0W since it is less than 6200 cP at -35°C.
