Are Canadian bottles actually Liters???

U.S. and Can. oil containers are basically the same (eg. M-1)...seeing as a U.S. quart is ~.96L, are Can. actually getting 1L or does it just say that on the label?
 
I'm sure they are actually liters, because I can see a difference on the dipstick in my wife's car between putting in 4L of oil and putting in 4 quarts of oil. 4 quarts puts it almost to the top of the full line, while 4L puts it just a tick over the full line.
 
When US quarts are sold in Canada they are labeled as .96 of a Litre. Yes, we do get a full litre of oil when the container is marked as containing a litre (or liter = US spelling).
