Affixing brackets to fiberglass

I need to attach some metal brackets to fiberglass.

I've decided not to drill and use screws due to the danger of the fiberglass cracking and also because it could be hollow.

Is there any glue that could be recommended for something like this?

Command strips from 3M have been considered and can hold the weight but force could be applied beyond their rated capability.
 
That would do the trick. 3M makes very good products that are well engineered/tested, but you will pay premium prices. I've used their body panel adhesives and it's amazing the strength they achieve
 
3M VHB tape will bond just about anything to anything.. Permanently. It was even featured on the history channel Modern Marvels, world's strongest. It's good for putting trim on body paint too.
