Ac compressor clutch engage

I noticed when i turn the ac on the ac compressor clutch wont spin is it possible its not turning on because the car doesn't have Freon or is very low on Freon? or do i need a new ac compressor? Its only blowing warm air when i have it set on a/c and 60f.

It probably has a leak and if its low it won't turn on the clutch.

should i fill it up with freon first and see if it engages?

Your first step should be to check the pressure of the system.
