700 teachers waiting for "trial" does seem a bit high, but if the school boards have very open policies on what accusations will be acted upon then I guess numbers like this aren't out of line.
Kids and parents know that there is no real penalty for accusing a teacher of anything, so if a kid doesn't like the math teacher, they could wait until they are alone with the teacher and say the teacher touched them... If the kid isn't a proven liar already then what's a superintendent to do?
