I worked for a few Municipalities. Super low mileage is common. The cities I used to work for would buy Fleet F150's, Escapes, Tahoe, Explorer, etc. Each department would get a car and they would share it for official use only.
In a little city there isn't far to go. Staff would only take the cars out a few times a week and drive it maybe 2 miles then 2 miles back.
It was common to replace dry-rotted tires and wipers on these cars as they sit outside doing nothing.
We had a 96 Tahoe with around 30k miles, and a 99 Explorer with about 40k miles.
The Propane Econoline Vans had almost no miles on them because people were afraid of re-fueling it or running it out of propane, so they sat and went to auction for cheap. The process for refuling propane involved wearing gloves to protect from cold.
