The GM emission system is 100% controlled by the ECM. Timing, advance, fuel mixture through the solenoid are set by computer. The choke is electric. As soon as the engine is running, it starts to heat and open up. I'm not sure what the OP's problem is. My 83 Olds 307 went 100,000 miles with nothing done to the carb. First easy thing is to run some Seafoam or Berryman's through the gas to clean out fuel idle passages and maybe solve the problem. I suspect he may have to disassemble it and put in a kit. If it comes to this, I would toss the plastic float and put in a brass one. I think BWD still sells these.

BTW, my El Camino started having strange problems and I finally figured out that the vacuum lines under the hood had deteriorated. A lot of these were hard plastic that became brittle and broke apart. I replaced them with good old vacuum hose.
