The cable is pretty tight and I have race pads on my rear brakes. So why is it so [censored] impossible to do anything with that handbrake?

What do you mean you can't do anythig with it?
Can't it hold the car in an incline? Or you just can't lock your rear wheels while driving to let the back end slide?
I think these race brake pads have something to do with it, they don't work well when cold or even warm.

Does it actuate the rear main pads or is there a set of shoes inside? If shoes, you probably have them misadjusted so they don't bite enough - this is common for that kind of design.
If it uses your regular pads - I dont know why you needed race pads, especially on the rear - they will have worse friction characteristics when cold, effecting the pb as as a result.

Should be an adjuster on the caliper. On older Accords and other Japanese cars there is a cap with copper washer. Pull that off (don't worry, it should not leak fluid, the seal is for a safety measure) and adjust with a 6mm. Once again, I am not certain on the 08's but this setup is common for Honda's. No drum in disk setup. You should be able to lock up the rears at speed. How else are you going to drift?

Agreed, my '04 and '08 CR-Vs have separate shoes for the parking brake. Take the wheel off and look for a rubber plug in between the wheel studs. Pop it out, and turn the disk to look for the star wheel through the hole.
