Just a thought for you. The lower intake manifold seals often leak on these engines, and oil drips down the block. You may wnat to check this area carefully.

What I do is stuff some paper shop rags into the area below the oil filter lip. It is a bit awkward, but catches enough oil so that the rest is easily wiped up. I think the belly pan serves useful aerodynamic and moisture barrier functions, I would not remove it.
