It’s fixed, it was a bad ECM. Got a used on for $36 off eBay, matched it to the immobilizer with the OBD2 paperclip jumper trick and it has been good to go for a few weeks now. Zero issues at this time.

It was doing everything before the starter replacement. Cables and terminals were cleaned and some questionable grounds were redone. I couldn’t get any changes moving any of the harnesses around.
