One would think so. I monitored o2 voltage going uphill and it hits .85v which is pretty close to pig rich. If you let off the gas it takes about a minute to get back into normal range. But agreed if it was super rich it should be black in there not squeaky clean.

Many older lexus vehicles here. Usually one side goes bad. If nothing works at all, I would suspect a power issue. Worst case scenario, if you have a wiring diagram, you can supply manual power to move it into the position you want and leave it there.
