    I figured it out. It's a water valve that's "missing" the knob. The proximity of all three items (valve, drain and electrical outet), tells me there was a water fountain/cooler in that location.

    There's a mixed use (medical/insurance/etc.) office building that I frequent. The offices share a rest room in the hall. This is on the opposite wall from the rest room door. Any idea of what this valve was for? Water supply? The plug above looks like a water drain.

    I'd forgot to add a caution to the above. Tall, "thin" reservoirs may prove problematic getting the rice out. The '92 Lumina had a coolant reservoir mounted along side the RH fender, that ran from the engine bay opening, down to the subframe. Getting the rice out was a chore.
