It depends on your definition of 'all'. You're talking about a situation where you're going to have very high concentrations at first, but they'll never truly go to zero.

The other big advantage of going with a smaller rim diameter is that you can get a narrower tire (which is generally preferred for winter) and still maintain the same load rating on your tires.
