    Major properties do charge for people who do not have minimum status. One property decided to charge so all the others had to charge in order for there to be sufficient parking for guests since people who didn't want to pay would park at a neighboring property which didn't charge.

    Apparently so with regards to service manuals. Texas passed a law (HB 2963) to address right to repair but unfortunately for you motor vehicles are exempt.
