You might want to give the State a call. They don't think highly of dealers lying about what the State fees are. They offered to call the dealer on my behalf.

Also, I spoke to Michigan Department of Insurance and Financial Services at 517-284-8608. They were very helpful in explaining what is and isn't allowed. They are the folks that enforce the Doc Fee law.

The new ones have a outer wrapping that looks like is tighter sealed at each end than the old ones. Might mean nothing, just an observation.

I have 3 of them, two different brands. As I recall, you locate your joist/cross bar attachment points and then the design has some flexibility to attach the horizontal "floor" to the vertical pieces.

As for a brush cutter, I'd recommend a Stihl FS 56-C with the handle bar option. Add the solid brush cutter blade, and you can handle most any chore. I use it to take care of brush on a steep hill.
