I have 2 neons: 1st gen: 98 expresso 2nd gen: 2001 LE On both of them I run K&N HP-2004. These are same as PH16.

Flooring it in "D" should never over rev (hit cut-off) if your shift (throttle) linkage is set right. Prior to hitting redline rpm's the transmission should shift up to the next gear and that is where you should see the rpm drop.
