I can't comment on those two but I have the Falken Wildpeak AT3W and the've been great. They have the snowflake rating and are not loud on the highway. Picked up mine at discount tire direct.
The Fram pro is identical to the tough guard except it doesn't have the silicone ADBV. I was under the impression it did until i noticed photos showing a black colored ADBV. A call to Fram confirmed my suspicions.

5k OCI I'd say go with the Fram Ultra. You could leave it on for 3 changes if desired. I'm switching to the Ultra on my next change. Frontier is a great truck I love mine. Whats with the 0w-40? Are you still in warranty?
Check out the Falken AT3W I have them on my truck and they are great. They come with the snowflake rating. However the rebates with the Cooper's are pretty sweet.
