It's pretty common these days to install a flex fuel sensor so you don't need to carry out a science experiment at the pump anymore. It reads the E% and ECU accounts for it
Id look at what brands did good when the minor overlap test was first introduced.
Toyota did awful, Subaru and Infiniti did good.
Merc did good, BMW ok, Audi not so good.
Volvo did good
Generally a good rule of thumb is you don't use the bottom of top 20% of a torque wrench, usualy they are ok at full scale but some don't even use the upper 10%

Basic clickers of any decent brand will work, as long as they are functional and are reasonably accurate that's all ya really need.
