    Not all cell phones have that feature. Some cell phones, you say a keyword and it takes a picture. For example my wife has a Samsung and she says cheese and it snaps a picture if the camera app is open.

    You press the volume key with your finger as you hold the camera pointed at what you want to take a picture of. Just like the real camera you used. The volume key is a physical key, not a screen key.

    @berniedd type alsamixer and make sure the volume is turned up and not muted on whatever shows up. In the top right of your alsamixer screen will be a menu, in the top left will be information about the selected device.

    To be fair to TP_Link, your neighbor is doing something wrong or was in the process of setting up the plug when you scanned for WiFi. Once the plug is set up, it won't continue to broadcast. Or, it's been compromised and hijacked 😄
