I was a factory trained Saturn/EV1 technician. ATF is the spec. The syncros are fiber coated just like the fiber disks in the AT. Stick with ATF. Are the shift cable housings starting to come apart at the ends? Look where the cables exit the housings beneah the shifter.

I second valve stem seals if they haven’t been done.

Check the adjustment on the neutral safety switch. If not correct, it will act as if you're trying to start it in gear=no crank.
