If your losing oil that much, then your oil seals needs to be replaced

Prefill your filter before installing it. let the car idle for 5 mins, so the oil can move around, shut it off let is sit. Once the oil has accumulated in the pan, then check your dip stick and add accordingly.

Shell doesn't use any alcohol or any oxiginates(spl) in their fuel(from a reputable source). Maybe the brand of fuel you use have either alcohol or oxiginates(spl) which reduces your MPGs.
