Your question about the CEO is valid but in my opinion proves just one point… GM is making so much profit on the sell of these vehicles even with engine failures-replacements the major shareholders don’t care. As has been mentioned, the masses will keep buying them.

My wife likes following these trucks. I don’t. The grease etc. that they sling, drop, and ultimately blow back gets all over her car. They have many grease fittings that get loaded up during service and the excess grease builds up and constantly drops.
There’s more shops like you’ve experienced than really good ones unfortunately. Low miles since rebuild is now irrelevant. That engine has suffered damage that has to be addressed.
Start with a disassembly and freshen this engine up. No matter what your shop did or didn’t do, having a fresh engine for your restoration is very satisfying and makes for a successful result. I’ve personally had something similar in that I purchased a semi restored 67 Chevelle with a “rebuilt”...
