As long as you ran the engine after adding the fuel conditioner you should be fine. You are storing in a covered environment to reduce moisture hopefully.

The float valve seat can go in either way, but only one way is correct. Is the float valve set to the proper height? Is the fuel tank rusty?

Pull it back off, check the impellor, and make sure the tube gets inserted in the grommet. Powerhead will not get water if the tube is not where it belongs.

It is common that the "pee" line gets clogged. Have you made sure it is clear? Is the tube inserted into the top of the water pump? Have you tried a flusher instead of running in a barrel? Lots of air from the exhaust in a small barrel, may interfere with water pump.
