Ok sorry I misunderstood thank you for the clarification. I have never done this before and never ran into this issue so not sure the process or if I have the right tools to complete the job.

The squealing starts after the engine is running. If started on concrete do not really hear squeal if mower just sits there until you gently pull on the cord. Start to cut grass move the handle bar up and down a bit will hear a periodic squeal coming for pulley starter housing after my research...
