Yes, Apple and Android phones were throttled at times in order to control the heat being generated inside the phones. Today's iPhones no longer throttle, nor need to throttle. I cannot speak for the Androids, however.

I generally always use OEM parts for the very problems you stated. Its not worth saving $$ on parts.
