Yeah I was just going off of what others have said in instructional videos. I don’t know anything about small engines.

I tried moving the arm while running. Didn't change. I was messing around with the carburetor bolts while it was running and when I loosened them, It seemed to drop a little. When I put the air filter back on, it ramped back up.

Yeah I went both ways with it. No change at all.

I am at my wits end. I cannot get the RPM on this Honda GCV160 to go down. I have adjusted the idle screw and the governor arm. I can't get it to reduce. Here's what I'm talking about
