Inspecting the tire doesn't guarantee its fitness for use. Ya' see, cracks develop as a result of age AND flexion. So inspecting a tire that has sat for a very long is not going to yield evidence of its true state.

The reason the cord is important is that there is a pressure gradient through the tire. Cord fabric tends to wick air pressure and if exposed, will give a higher pressure where it is not wanted, so it will blow off the sidewall.

I stand corrected. That is indeed cord, and the normal response to seeing cord is to replace the tire. I don't know why I didn't see it before. Thanks for pointing it out.
