I never heard back from Purolator. There are plenty of other filters to use, so that's what I'm gonna do. I'm disappointed with the torn filter media and more disappointed that Purolator's customer service is nonexistent.

I'm going to send these pictures to them and see what happens. No need for a bypass valve when there's a tear the size of the one I found.
