Spray on whatever break free you have then get it hot by running the engine. Make sure you use a good socket like a Kent-Moore brand or other USA made one. 1/2" drive preferrably. I might even buzz it lightly both directions with an impact tool to loosen the corrosion.

I went from the stock 18" to stock 17" wheels on my Veloster and had absolutely zero issues. I kept the tire diameter the same. The new tires at a 50 series sidewall is larger than the 40 series tires they replaced. The ride with the stock 40 series was brutal.
